A lot of the discussion of gen vs. ship seems to boil down to people tugging some of the things they want over the line, and pushing others away, with little real demarcation. I recently saw someone complain about "having to give gen outs" in an exchange... except that what they then described falling under the category of satisfying to them, a shipper, was so broad that by their definition, I don't think even I 'give gen outs'. [Though that was a particularly confusing discussion and I expect other people reading it might have received a different impression of it.]
I don't really know how to create a character without plot. How do you do that, come up with characters? My characters - when I'm not taking them from a fandom - tend to come into being as 'someone who wants something'. Sometimes they're 'someone with X quirk', but that's barely even a character yet. But 'someone who wants something' means I already have the start of a plot. Do they get their thing, etc. Will they always want it.
