I think she just saw Hannibal, fell under his charm and went 'him. I will marry him' and she did. Hannibal obviously just went along with it, because he has trouble saying no. The evolution of Ben and Shaw's relationship is so well done and I love the symbolism of having Shaw's brother disown him and then becoming Ben's brother, or at least the honourary uncle of his child.
