I googled it to find the author and it turns out the book I was thinking off is "Contes et récits de l'histoire de Carthage" by Jean Defrasne which is sadly out of print. (I'm suddenly very worried about what happened to my copy, for some reason.)
Anyway, that was the book that got me started on this whole thing and I read it as child, so it can't be that hard. It does have both Dido and Hannibal in it (+ some other folks).
Contes et légendes - Carthage by Claude Pouzadoux seems to be what the kids are reading these days instead. Looks okay, although it looks like she's merging the Greek and Phoenician pantheon by making Zeus and Asteria Melquart's parents which could be confusing if true (apparently the author teaches Greek which might account for it).
